Dear members,

We have already kept you informed vide our circular dated 21.9.2020 about M/sECOFIRST SERVICES LTD. [A TATA group company] who had sought some information/documents pertaining to Blossom redevelopment project. Based on our response, they had arranged a zoom meeting on 4th October 2020. As per their advice, the invitees for the said meetings were members of MC/Current Repair Committee and erstwhile Redevelopment Committee. We have already given you a brief about this on the same day. It is reproduced below to freshen your memory.

The first Zoom meeting was held on 4th October 2020. It lasted about 50 minutes Mr V. Narsapur of MisEcofirst services briefed the MC, Redevelopment associated members and the repairs committee members about the redevelopment process. It was a preliminary discussion and he indicated 1hat after getting the feasibility study done, a meeting would be arranged for all members of the society to view the presentation prepared by them. M/S Ecofirst had specifically requested to limit invites for today’s meeting.

They have also intended to pay a visit to society on Tuesday 6th of October 2020 with prior intimation of an hour and will also give a quote for a feasibility study by tomorrow. Today’s take was option of doing redevelopment by two ways 1. Self-development 2. Developer model. However, more will come after the feasibility study has been done. This is for kind information to all.

As per the assurance, we have received a quote of the fees for carrying Feasibility Study and also Mr V. Narsapur of Ecofirst Services Ltd. visited Blossom on 7″ October 2020 (instead of 6″ Oct. 20). He took a full survey of the society right from Building 11 to Building 1 and was pleased with the total ambience and feel about BLOSSOM. Thereafter, there was discussion on some points which are briefly placed before you for your understanding.

  1. He asked for some more documents in PDF format through mail which will be sent within next three days
  2. ECOFIRST is a 100% subsidiary of Tata Consulting Engineers Ltd. (TCE) which in turn is a 100% subsidiary of Tata Sons Ltd.
  3. The quotation for carrying feasibility study will be Rs.369200 plus GST at 18% which comes to Rs. 4,35,656(369200 + 66456). About this quotation, he clarified that this amount need not be paid immediately but there must be approval of general body for the same. We expressed our inability to call SGM due to Covid19 stipulations which he agreed but suggested that by way of some communication, you must reach to members and decision about engaging them for carrĂ½ing Feasibility Study and agreeing for fees of Rs. 4.36 Lakh is a vital condition and must be followed.
  4. As regards the various offerings to members, he indicated that our feasibility study is not just documents of area calculations and offers to the members but it will answer various curious questions of each and every member. To be very specific, it will primarily give an idea about additional area, corpus and rent to each member, timeline whereby the means of finance will be tied up, approval from BMC, period of completion of the project, technology, use of good contractors like Tata co or L&T, or professional & result oriented approach, total transparency, involvement of 100% members in the approval process and no room for ambiguity. On question of indicating some idea about timelines, he informed that, if they get nod for feasibility study in next one week, they will submit feasibility by November 2020 and thereafter give us sanction for finance within three months from the date of awarding them the assignment. If we keep faith and trust they are of the opinion that by end of next monsoon 2021, say from 1.11.202I the actual Countdown can start and by 31.03.2024, the Blossom members will re-enter in their new homes. Everything is as per plan and entire Tata group companies specialised in their fields will be roped in to complete the project. Even possibility of Tata Finance for roping n funding the project cannot be ruled out. He therefore again stressed that they want no dissidents(dissenters, strikers) and therefore insisted that all should attend meeting of members 100% and even those who are abroad should like to attend the meeting through their representatives. This must be ensured to keep the project totally goal oriented and time bound. Those who have doubts, queries, fears, suspicions, reservations must vent their apprehensions at the meeting (may be one meeting, second meeting or third meeting) but must get themselves satisfied and join march of successful implementation of project.
  5. He even indicated that option of 100% residential, part commercial part residential will be part of study and will get answer on this aspect and once for all this issue will be answered.
  6. The redevelopment of cooperative housing societies are a big opportunity for well meaning and result oriented entities and here the entity must be accountable to members and must deliver the results without hassle and annoyance.
  7. As regards the repairs, we sought his opinion, on which he indicated that in order to avoid any accidents or mishaps carry out repairs of those areas which are vulnerable and in principle to be followed as we should get breather for atleast one of more monsoon.
  8. Finally he expressed that they have team of professionals consisting of architects, lawyers, CAs, Engineers and other specialists to handle each and every aspect of project. So feasibility is a starting point and your willingness to engage them is a starting point.
  9. He mentioned to us that ours will be a self-redevelopment project managed from start to end by M/s Ecofirst Services.

We are therefore placing all the facts and circumstances before you. Kindly have your considered opinion on this and come to a decision YES or NO and send your choice in writing as per attached form on or before 15/10/2020. Please commit to your memory the fact that the decision will be member’s decision and not of MC/RDC/or any limited group. It will be a decision of members and for members.
